Kensington striped house owner has demolition plans quashed in High Court

The owner of the west London's notorious 'striped house' has had her plans to demolish and rebuild it blocked at the High Court.

Property Devloper Zipporah Lisle-Mainwaring painted her infamous town house in red and white stripes, sparking furious reactions from her Kensington neighbours.

She had planned to knock down the property and replace it with a new home complete with a two-storey basement extension.

But today her appeal was rejected at the High Court.

Ms Lisle-Mainwaring denied she painted the house in a bid to spite her neighbours who objected to her plans.

Neighbour Niall Carroll had asked the court to quash a planning inspector's decision, in February, to grant permission for the demolition and proposed development.

Mr Carroll said that the inspector failed to have proper regard to the material consideration of a possible reversion of the property to office use and failed to give adequate reasons for his conclusions.

The businessman was concerned about the impact of the proposed development on his family and property.

On Thursday, Mrs Justice Lang accepted that it appeared that the inspector misdirected himself in law in his consideration of the possible future reversion.

She said that, on the legal authorities and in the circumstances of the case, he was required to make an objective assessment of the likelihood of reversion and he did not do so.

She added that there was evidence at the planning inquiry of a substantial demand for offices in Kensington from which an owner could make a competitive return.
